    Publication: Greenhouse Gas Emissions from the Danish Economy

    Temapublikationen handler om udslippet af drivhusgasser fra dansk økonomi og findes kun på engelsk. Og hvis også udslip fra anvendelsen af biomasse freregnes, var der et fald i udslippene på 4 pct., Se flere konklusioner i , Nyt fra Danmarks Statistik, ., Presentation of the publication in English, The purpose of this publication which is based on Statistics Denmark's Environmental Accounts for Denmark, is to describe the emissions of greenhouse gases caused by Danish economic activities., The publication describes the extent of emissions from the industries and the households. Furthermore, the publication contains analytical results on the relationship between the structure of the Danish economy and the economic development on one hand and the emissions of greenhouse gases on the other., All information on the emissions is linked consistently with the Danish national accounts and the so-called input-output tables through common classifications and definitions. The link facilitates, as shown in this publication, analyses of the interaction between the economic activities and the environment., Conclusions, The emissions of greenhouse gases from the Danish economy were 130 million tonnes in 2007 when converted into CO2 equivalents. CO2 is the predominant greenhouse gas, and the CO2 emissions alone were 117 million tonnes, corresponding to 21 tonnes per Dane., These estimates include emissions from international sea and air transport as well as emissions from biomass used as fuel. If the latter categories are excluded, by using the principles for reporting to the Kyoto Protocol, the Danish emissions of all greenhouse gas emissions were 66 million tonnes CO2 equivalents with CO2 alone contributing 52 million tonnes. The latter figure corresponds to 10 tonnes per Dane. Thus, the reporting to the Kyoto protocol only accounts for less than half of the total, emissions from the Danish economy., From 1990 to 2007, the Danish GDP at constant prices increased by 40 percent. While the total CO2 emissions, including the emissions from international transport activities rose even more, economic growth and CO2 emissions are no longer linked together for most of the Danish industries. If emissions from international transport are excluded, the increase in CO2 emissions was only 8 percent.     Historical national accounts

    Tables of Historical National Accounts comprise two different types of National Accounts figures. Backcast figures which are consistent with the latest compilations, and obsolete published figures, which shed light on the available National Accounts figures for the observers, of bygone periods, of their contemporaneous economy. , Introduction, The most important descriptive tool of the macroeconomy of, say, Denmark is the current compilations of the National Accounts, henceforth abreviated as Statistics Denmarks current National Accounts., This page covers two different meanings of ”Historical National Accounts”:, backcast National Accounts figures, which are consistent the figures of the current National Accounts, but covers previous periods, and, obsolete published figures of the National Accounts, meaning figures which, for different reasons, partly or wholly are not consistent with the current National Accounts from Statistics Denmark., Why are both interesting?, Backcast National Accounts figures are interesting because, they extend the consistent description of the Danish economy backwards in Time, further than the current National Accounts figures go. These extended figures help us see the business cycles (the aggregate motion of the economy) over the longer term., Obsolete published figures of the National Accounts are interesting for those who would like to understand how observers were able to view the economy of their own times, e.g. from the 1950’ies and 1960’ies, of the 1940’ies and 1950’ies., What is the difference?, Very briefly differences are accounted for by three factors: compilation manuals, the division of labour in the organization of the World’s production, and the coverage of available statistics., From the first modern sets of National Accounts figures emerged in the 1930’ies and 1940’ies much research has been conducted and conceptual refinement has found their way into the international compilation manuals from organizations, like United Nations (UN) and the OECD. These changes of the basic manuals, changes in the organization and distribution of productive activities across national boundaries (e.g. the increasing globalisation of production) has changed details of even fundamental concepts like Gross Domestic Product (GDP; in Danish: bruttonationalproduktet, BNP)., Economic-political data requirements for a more precise description of the Danish economy’s structures and dynamics increased historically the means with which to provide important improvements in the systematic statistical coverage of areas such as business statistics and labour market statistics., These three factors combined changes the requirements of and the ability to provide a more precise description of the economy.     Documentation of statistics: Road Traffic Accidents

The statistics on road traffic accidents originate from 1 January 1930. The source of the statistics has until 1 January 2003 been the temporary and final reports from the police. From this date Statistics Denmark only receives an annual extract from the Road Directory with the police's final reports. Apart from this, the most fundamental alterations that have been introduced concern the classification of accidents, the scope of the statistics and the actual reporting procedures., Until 1938, the classification of accidents was not unambiguous. From 1938 to 1966, accidents were categorized according to the main cause of the accident, which was determined by a legal judgement. From 1967 onwards, this judgement has been replaced by a classification of the accident, which is not based on the concept of blame, but on the actual description of the circumstances surrounding the accident., From 1930 to 1958, the statistics included accidents resulting in personal injury as well as damage to property. Since 1958, accidents involving only damage to property are no longer covered by the statistics, and from 1967 accidents involving only pedestrians are no longer covered either, whether the accident resulted in a casualty or not., Up until and including 1975, the police reports were sent straight to Statistics Denmark. In 1976, the reporting system was expanded, so that the highway authorities in counties and municipalities take part in the reporting by locating the accidents. As from November 1997 and up to and including April 2000, a new system of computerized reporting was gradually introduced in the police., Since 1 January 2003 the police reports have been sent to the Road Directorate from whom Statistics Denmark receives an annual extract., Statistical presentation, The statistics on road traffic accidents illustrate the extent and the nature of all accidents involving casualties, who are known by the police. The severity of the accident and the mode of transport are factors, which influence whether the police are involved. Examinations - pooling with the Register of Causes of Death and with registries of casualty award visits and hospital admissions caused by road traffic accidents - have proven that almost all accidents involving deaths are reported. Accidents involving serious personal injury are more frequently reported than accidents involving only slight injuries. Furthermore, accidents involving cars are more frequently reported than accidents involving bicycles and mopeds. In average only 20 per cent of the casualties come to the knowledge of the police. June after the year after., Read more about timeliness and punctuality, Comparability, These include changes in the registration of road traffic accidents resulting in inconsistencies of data as well as the introduction of new variables. Since 1958, accidents involving only damage to property have been omitted from the statistics. In January 1967, the definition of road traffic accident involving casualties was changed to include only accidents involving at least one vehicle. This leaves out accidents involving only pedestrians. From January 1967, the classification of accidents according to main and secondary causes was changed to a classification according to the accident situation, based on an objective evaluation of the course of events leading up to the accident. In January 1981, the definition of slightly injured was changed. Minor bruises, scrapes and the like are no longer considered as slight injuries. In January 1983, the structure and contents of the statistical system were changed. New parameters - e.g., cycle paths, collision point, maneuver concerning the element record, and on driving license and moped license - were introduced.     International cooperation

    Participation in the European statistical system plays an important part in Statistics Denmark’s international involvement. Furthermore, Statistics Denmark is also an active player in other international forums, among others UN and OECD., ESS – European Statistical System, Statistics Denmark is a member of the European Statistical System (, ESS, ). The ESS is a , partnership , between the Community statistical authority (, Eurostat, ), the national statistical institutes and other national statistics producers in each Member States. There are , 12 other national authorities , producing European statistics in Denmark and are hereby included as such in the ESS. This ESS partnership also includes the EFTA countries. The European statistics cooperation is regulated in , the law on European statistics, ., The purpose of the European statistical cooperation is to produce comparable statistics of high quality. The statistics constitute an important basis for planning, implementation and evaluation in a number of policy and cooperation areas. EU statistics are produced under the framework of a , statistical 5-year program , adopted by the European Parliament and the Council. In order to provide users with a more thorough insight into the ESS, an , ESS report, is published yearly with more detailed information about the latest initiatives and the development of the system. , A major part of EU statistics is produced according to legislation. Statistics Denmark participates actively in all phases of the EU legislative process. The CES reports to UN’s Statistical Commission and is part of UN’s Economic Commission for Europe (UNECE). The purposes and tasks of the CES are similar to those of the Statistical Commission. In addition to this, the CES is to contribute to closer cooperation between all producers of official statistics in the ECE region and in this connection ensures comparability, the best possible use of consumption and coordinates the collection of statistics from national producers. , Organisation for Economic Cooperation and Development (OECD), The OECD’s mission is to promote policies improving the economic as well as the social situation in the world. In order to live up to this mission the OECD and its numerous affiliated committees, expert groups, etc. require, to a great extent official statistics of high quality.  , The OECD’s statistics division, collects statistics from member states and the statistics are processed with a view to increasing comparability. The statistics are, e.g. published in the monthly edition of Main Economic Indicators. The statistical cooperation is organized in working groups under the OECD’s Committee on Statistics and Statistical Policy (CSSP)., International Monetary Fund (IMF), Statistics Denmark’s relationship with the IMF is maintained in close cooperation with the Danish Ministry of Finance and the central bank of Denmark. The IMF’s statistical work embraces mainly two areas: guidelines for compiling statistics and standards for documentation., International Labour Organization (ILO), In collaboration with the Danish Ministry of Employment, Statistics Denmark is in continuous contact with , the International Labour Organization, and submits comprehensive labour market data for the ILO’s Yearbook of Labour Statistics. The ILO plays and important role in developing and coordinating statistics on especially employment, unemployment and prices. , Coordination Committee for European Statistics, In its capacity as the national statistical authority Statistics Denmark chairs the Coordination Committee for European Statistics. The Committee was set up in 2010 and originates from the EU Regulation on European Statistics (EC) No 223/2009. In accordance with paragraph 1 of Article 5 the national statistical authorities are responsible for coordinating all activities at national level for development, production and dissemination of European statistics and shall act as the contact point for the Commission (Eurostat) on statistical matters. Based on a report prepared by the activation statistics committee (report no. 1259) the first statistics were compiled as from the first quarter of 1994. The reason for setting up the committee was that the Danish statistics at that time were unable to provide reliable data on the wide variety of municipal activation schemes.     DDP App is an application that provides easy, efficient and secure access to Danish data for research, analysis and management. , Danish data is of great significance to the development of Danish society. For that reason, Statistics Denmark has established a data portal, which provides researchers, analysts and Danish businesses with an enhanced view of the Danish underlying data basis while making the whole process from application to data smoother. In other words, the solution offers , one user interface, one point of access and one secure solution to meet all data requirements for statistics, research, management and analysis., In collaboration with other data owners, the DDP App builds on the services that already exist in Statistics Denmark, and new functionality and services are added continuously to meet user needs., A collaborative solution, The DDP App is conceived as a collaborative cross-disciplinary national solution for the benefit of research establishments, private businesses and public authorities – completely in line with the intentions behind Denmark’s national public digitisation strategy., Users get a complete view of all registers as well as support in finding the data best suited for their purpose. Moreover, the solution provides quick user access, once the requirements to data security and data confidentiality are met, and with the possibility to get advice and support in the process. The detailed authorisation system in the DDP App has been reviewed specifically for the purpose of verifying that a multi-person system has been set up for approval and update, which ensures that individual persons cannot exploit or abuse the system., We carry out systematic system control to ensure that research results for transfer do not contain personal data or individual data (microdata), and we perform randomised sampling and management-initiated samples based on risk assessments., Certification and external control, Security is continuously monitored both through Statistics Denmark's internal supervision and external inspections and audits.     User roles

    The relevant employees in a research project must be created as users in DDP App. You have different options when using DDP App, depending on which user role your institution assigned to you. Below you can read which rights the different roles have. In DDP App, you can see your role under ‘My overview’ next to your institution. If a specific role has not been indicated, you are a ‘User’., There are seven different roles in DDP App:, Responsible for authorisation, Substitute, Administrator, Signatory, Contact person, Contact person with powers, User, Who can edit user information in DDP App?, The individual user can update his or her own user information in DDP App. This could be relevant, e.g. if a user changes workplace and therefore wants to update his or her email address. If an association agreement must be terminated, this must either be done by the user him- or herself, the institution administrator, the person responsible for authorisation or a substitute hereof., See table of the rights of user roles in DDP App (pdf, in Danish), Below you can read which rights the different roles have. You can also read more about how the roles are assigned.,  , What can the different roles do? , Responsible for authorisation, This role is responsible for the institution’s authorisation under microdata schemes with Statistics Denmark and approves association agreements under the authorisation. The person responsible for authorisation is legally responsible for the users associated with the institution complying with the current guidelines for use of data. Furthermore, it is the Responsible for authorisation that defines the institutions mail domains. The Responsible for authorisation can appoint a Substitute to maintain their tasks., Substitute, A user who has the same rights as the Responsible for authorisation. It is highly recommended that you appoint one or more substitutes. In the dropdown menu ‘Assigning roles’ below, you can read how to select substitutes in DDP App. Note that the person responsible for authorisation cannot be his/her own substitute., Administrator, It is the institution administrator who must approve and submit all of the institution’s project proposals and data orders to Statistics Denmark. The administrator works as an internal approver, whenever a project proposal is to be submitted or resubmitted. The administrator is thus charged with quality assuring the content of the project proposals from the institution, making sure that the proposals meet requirements to form and GDPR. This means that an administrator should be available and is expected to be a regular user of DDP App., It is also the administrator that create new users and association agreements for the new users. An institution must have at least one administrator, and we recommended that you appoint at least two administrators. This is because some tasks in DDP App can only be carried out by an administrator, and because a given administrator is not allowed to administer him- or herself. It is possible to appoint up to 10 administrators in one institution., Signatory, On behalf of the institution, persons with the signatory role can sign to pledge that a project proposal is conforming to Article 6 of the General Data Protection Regulation., When your project proposal has been approved, an employee in Denmark's Data Portal will sign it. After that, the person who submitted the proposal, i.e. the contact person for the project, the administrator or the contact person with powers, as well as the chosen signatory will receive an email with information indicating that the project proposal has been approved and signed. Subsequently, you need to sign the project proposal. Only users who have been assigned the role of signatory can sign project proposals., The role as signatory is assigned by the person responsible for authorisation or a substitute. Remember that it is a requirement that people with a signatory role are formally employed by the institution where they have the signatory role. There is no limit on the number of signatories., Contact person, A user with access to a project has the role as contact person for the project. The contact person has the dialogue with Denmark's Data Portal regarding the project proposal and data orders. A project can only have one contact person. Administrator can change the project contact person., Contact person with power, An institution can choose that a contact person can have powers corresponding to those of an administrator on the projects for which the user is a contact person. If a contact person has powers, the role is delimited to projects on the institution that assigns the role. that the institutions that the user is associated with. The role gives access to information about the institutions and the projects the user is associated with and the user can edit his or her own information. Click the institution where you are responsible for authorisation, and then click the three dots to the right of the institution name. If you want to assign/discontinue the role as administrator, you must click ‘Administration of administrators’. If you want to assign/discontinue the role as substitute, you must click ‘Administration of substitutes’, etc. Now a list appears of all users associated with the institution. Click ’Select’ next to the user you want to make either a substitute, an administrator or a signatory., The administrators of the institution can create new association agreements for the institution and attach users to projects.
