Definition
The indicator measures how well a country is prepared to manage health threats that could potentially develop into international health emergencies. It is based on the WHO’s International Health Regulations (IHR) and countries’ annual self-assessments of their preparedness. The score is presented as the average across 15 categories (13 categories before 2021), covering the country’s capacity in areas such as surveillance, laboratory capacity, health emergency preparedness, risk communication, and the management of zoonotic, chemical and radiological events.
