Elections to municipal and regional councils

Data for these statistics are provided as an extraction from the election software system (managed by KOMBIT/Netcompany) after the deadline has expired for complaints/objections.

Source data

The source of these statistics is the election software system managed by KOMBIT/Netcompany. The counting takes place in the individual polling stations, which register the results in the election software system managed by KOMBIT/Netcompany.

The vote counting takes place first on election night and then in a detailed recount the following day, during which the personal votes are tallied. The election committee then finalises the results and determines the distribution of seats and the order of substitutes. The source data received by Statistics Denmark consist of extracts from the election system for the country’s 98 municipalities and five regions. Christiansø is not included, as the island is administered by the Danish Ministry of Defence and is not part of the municipal structure. As documentation, an election record is prepared containing both the vote count and the designation of elected candidates. A copy of the election record is sent to the Ministry of the Interior and Health.

Frequency of data collection

Municipal and regional election data are compiled in continuation of the elections, which are held every four years on the third Tuesday of November.

Data are delivered via a system-to-system transfer from KOMBIT/Netcompany’s election system.

Data validation

The data delivery is subjected to validation as well as logical checks. If errors are detected in the data, a new extraction is provided by KOMBIT/Netcompany. This procedure is repeated until an error-free data delivery is obtained.

Data compilation

The delivered extract is considered final. The supplied tables containing information on candidates, parties and vote distribution are checked for errors and then used to produce the tables in the StatBank.

Seats are allocated according to the d’Hondt method, where the total number of votes for each list and any electoral alliances is divided by 1, 2, 3, etc., until all seats have been distributed. The order is determined by the size of the quotients, and in the case of a tie, lots are drawn.

In the case of side-by-side nomination, seats are allocated solely based on the candidates’ personal votes. For party lists, a distribution number is calculated, and candidates with a sufficient number of personal votes are elected directly. For the remaining candidates, list votes are added until the distribution number is reached. Candidates are then elected according to their vote totals or their position on the list. Candidates who are not elected are registered as substitutes in order of their personal votes.

Adjustment

No adjustments are made of the data. The extraction is provided after the deadline for complaints/objections has expired, and it is considered to be a final extraction.
